Part 108 introduces a performance-based framework requiring operators to equip aircraft with detect-and-avoid (DAA) systems meeting ASTM F3442 standards, integrate with FAA-approved UAS Service Suppliers (USS) for strategic deconfliction, and maintain real-time data exchange via Remote ID Broadcast Module compliance. Critically, the rule eliminates the need for visual observers for aircraft under 55 lbs operating below 400 feet in controlled airspace with active UTM participation.

Major Carriers Accelerate Deployment Timelines

UPS Flight Forward announced same-day launch of 12 new drone hubs across Texas, Florida, and North Carolina, targeting 50,000 monthly deliveries by Q4 2026. Wing (Alphabet) confirmed expansion to 18 metropolitan areas using its OpenSky USS platform, while Zipline revealed plans for 300-nest "Platform 2" network covering 25 million Americans by year-end. AI-Powered Traffic Management Proves Critical

The rule's USS mandate has accelerated adoption of AI-driven strategic deconfliction.
